r14) cuff in BACK LOOP only this round, 2 hdc in each st around
r 15-17) ch 2, hdc front past of first st, hdc back past in next stitch around, continue for 3 rows
For girls add a row of ruffle to row 13 in free loops, sc chain 2 sc in same st around
